
At the time of seeking rain (or at the time of drought), one should recite the following dua:
Duaa One:
اللَّهُمَّ اسْقِ عِبَادَكَ، وَبَهَائِمَكَ، وَانْشُرْ رَحْمَتَكَ، وَأَحْيِ بَلَدَكَ الْمَيِّتَ
O Allah, grant Your servants and Your animals water to drink, spread out Your mercy (in the land) and enliven Your dead land (through Your rain of mercy).
عن عمرو بن شعيب، عن أبيه، عن جده، قال: كان رسول الله صلى الله عليه وسلم، إذا استسقى، قال: اللهم اسق عبادك، وبهائمك، وانشر رحمتك، وأحي بلدك الميت (سنن أبي داود، الرقم: 1176)
Hazrat Abdullah bin Amr (radhiyallahu ‘anhuma) reports that Rasulullah (sallallahu ‘alaihi wasallam) would recite the following dua when seeking rain:
اللَّهُمَّ اسْقِ عِبَادَكَ، وَبَهَائِمَكَ، وَانْشُرْ رَحْمَتَكَ، وَأَحْيِ بَلَدَكَ الْمَيِّتَ
Duaa Two:
اللّٰهُمَّ اسْقِنَا غَيْثًا مُغِيثًا، مَرِيئًا مَرِيعًا، نَافِعًا غَيْرَ ضَارٍّ، عَاجِلًا غَيْرَ آجِلٍ
O Allah! grant us rain which will be a means of assistance (for us), which will be favourable (and bring a good outcome) and which will produce good growth, and will be beneficial and not harmful (for us), grant us (the rain) quickly without any delay.
عن جابر بن عبد الله، قال: أتت النبي صلى الله عليه وسلم بواكي، فقال: اللهم اسقنا غيثا مغيثا، مريئا مريعا، نافعا غير ضار، عاجلا غير آجل، قال: فأطبقت عليهم السماء (سنن أبي داود، الرقم: 1169)
Hazrat Jaabir (radhiyallahu ‘anhu) reports that on one occasion some people came crying to Rasulullah (sallallahu ‘alaihi wasallam) (and complained of shortage in rain). Rasulullah (sallallahu ‘alaihi wasallam) then made the following dua:
اللّٰهُمَّ اسْقِنَا غَيْثًا مُغِيثًا، مَرِيئًا مَرِيعًا، نَافِعًا غَيْرَ ضَارٍّ، عَاجِلًا غَيْرَ آجِلٍ
Thereafter, the entire sky became covered with clouds (and then it began to rain).
Duaa Three:
اللّٰهُمَّ أَنْزِلْ فِي أَرْضِنَا زِينَتَهَا وَسَكَنَهَا
O Allah, send down such rain in our land which will be the cause of beauty and tranquility coming about (i.e. such rain which will be the cause of beauty and adornment through it greenery and beautiful growth and a means of tranquility for the people by them seeing the vegetation growth and good harvest)
عن سمرة، أن النبي صلى الله عليه وسلم كان إذا استسقى قال: اللهم أنزل في أرضنا زينتها وسكنها (المعجم الكبير للطبراني، الرقم: 6904)
Hazrat Samurah (radhiyallahu ‘anhu) reports that Rasulullah (sallallahu ‘alaihi wasallam) would recite the following dua when seeking rain:
اللّٰهُمَّ أَنْزِلْ فِي أَرْضِنَا زِينَتَهَا وَسَكَنَهَا
Duaa Four:
اللّٰهُمَّ اسْقِنَا، اللّٰهُمَّ اسْقِنَا، اللّٰهُمَّ اسْقِنَا
O Allah, Bless us with rain! O Allah, Bless us with rain! O Allah, Bless us with rain!
عن أنس بن مالك أن رجلا دخل يوم الجمعة من باب كان وجاه المنبر، ورسول الله صلى الله عليه وسلم قائم يخطب، فاستقبل رسول الله صلى الله عليه وسلم قائما، فقال: يا رسول الله: هلكت المواشي، وانقطعت السبل، فادع الله يغيثنا، قال: فرفع رسول الله صلى الله عليه وسلم يديه، فقال: اللهم اسقنا، اللهم اسقنا، اللهم اسقنا قال أنس: ولا والله ما نرى في السماء من سحاب، ولا قزعة ولا شيئا وما بيننا وبين سلع من بيت، ولا دار قال: فطلعت من ورائه سحابة مثل الترس، فلما توسطت السماء، انتشرت ثم أمطرت. (صحيح البخاري، الرقم: 1014)
Hazrat Anas (radhiyallahu ‘anhu) reports that once a person entered the musjid on the day of Jumuah from the door which was in the direction of the mimbar. He entered while Rasulullah (sallallahu ‘alaihi wasallam) was delivering the Khutbah. The man stood in front of Rasulullah (sallallahu ‘alaihi wasallam) and said, “O Rasulullah (sallallahu ‘alaihi wasallam)! The livestock are dying and the roads are cut off (due to the animals being too weak for travel); so make dua to Allah Ta‘ala for rain.” Rasulullah (sallallahu ‘alaihi wasallam) raised both his hands and made dua saying:
اللّٰهُمَّ اسْقِنَا، اللّٰهُمَّ اسْقِنَا، اللّٰهُمَّ اسْقِنَا
Hazrat Anas (radhiyallahu ‘anhu) further says, “By Allah, we could not see any cloud in the sky nor any sign of rain, and there was no house or dwelling between us and (the mountains of) Sala’. Then a cloud (round in shape) like a shield appeared from behind it (i.e. the Sala’ Mountain). When it came in the middle of the sky, it spread out (and grew until it covered the entire sky) and then it began to rain.”
Duaa Five:
اللَّهُمَّ أَغِثْنَا، اللَّهُمَّ أَغِثْنَا، اللَّهُمَّ أَغِثْنَا
O Allah! Bless us with rain! O Allah! Bless us with rain! O Allah! Bless us with rain!
عن أنس بن مالك: أن رجلا، دخل المسجد يوم جمعة من باب كان نحو دار القضاء، ورسول الله صلى الله عليه وسلم قائم يخطب، فاستقبل رسول الله صلى الله عليه وسلم قائما، ثم قال: يا رسول الله، هلكت الأموال وانقطعت السبل، فادع الله يغيثنا، فرفع رسول الله صلى الله عليه وسلم يديه، ثم قال: اللهم أغثنا، اللهم أغثنا، اللهم أغثنا قال أنس: ولا والله، ما نرى في السماء من سحاب، ولا قزعة وما بيننا وبين سلع من بيت ولا دار، قال: فطلعت من ورائه سحابة مثل الترس فلما توسطت السماء انتشرت، ثم أمطرت (صحيح البخاري، الرقم: 1014)

At the time of seeking rain, one should engage in making abundant istighfaar.
عن عطاء بن أبي مروان، عن أبيه، قال: خرجنا مع عمر بن الخطاب نستسقي، فما زاد على الاستغفار (مصنف ابن أبي شيبة، الرقم: 29486)
Hazrat Abu Marwaan (radhiyallahu ‘anhu) reports, “We went out with Hazrat Umar (radhiyallahu ‘anhu) to make dua for rain. Hazrat Umar (radhiyallahu ‘anhu) did not recite anything besides istighfaar.”
