Hazrat Moulana Muhammad Ilyaas (rahmatullahi ‘alaih) once mentioned:
I wish to create within the people of Mewat the importance of referring their disputes and matters to the pious Ulama who have a deep connection with Allah Ta‘ala and Rasulullah (sallallahu ‘alaihi wasallam). They should refer to them and seek the Islamic verdict for all their disputes.
Furthermore, they should feel within their hearts that (since these pious Ulama have a deep connection with Allah Ta‘ala and Rasulullah (sallallahu ‘alaihi wasallam), they will issue the verdict according to the shari’ah, and) even if I only receive half of what I am claiming, (I should be pleased with the decision, as) it will be filled with the mercy of Allah Ta‘ala and barakah (blessings).
Similarly, they should understand that if they refer their dispute to a worldly-class person who issues verdicts contrary to the Shari’ah, then even if I get all the wealth which I am claiming, the wealth will become a calamity for me as it is devoid of barakah (due to the verdict opposing deen, and the wealth I receive over and above my right will be haraam for me).
Hazrat Moulana Muhammad Ilyaas (rahmatullahi ‘alaih) then recited the following verse of the Qur’aan Majeed:
فَلَا وَرَبِّکَ لَا یُؤۡمِنُوۡنَ حَتّٰی یُحَکِّمُوۡکَ فِیۡمَا شَجَرَ بَیۡنَهمۡ ثُمَّ لَا یَجِدُوۡا فِیۡ اَنۡفُسِهمۡ حَرَجًا مِّمَّا قَضَیۡتَ وَیُسَلِّمُوۡا تَسۡلِیۡمًا
By your Rabb (Lord)! They will not believe, until they make you (O Muhammed [sallallahu ‘alaihi wasallam]) the judge in the disputes that arise between them, and thereafter they should find no reluctance in their hearts against what you have decided, and they should surrender to it in total submission. (Surah Nisaa v. 65)
After reciting the above verse, Hazrat Moulana Muhammad Ilyaas (rahmatullahi ‘alaih) said:
The demand of this verse is as I have mentioned – that in all disputes and matters, the verdict of the shari’ah should be sought.
